Horizontal Advancement. The salary schedule for professional employees recognizes and encourages professional advancement in education and gives credit for teaching experience. Horizontal advancement on the salary schedule is accomplished by either earning additional graduate hours, or completing an advanced degree. Horizontal advancement may be made on the salary schedule subject to the following conditions: 1. All graduate courses which may lead to horizontal advancement on the salary schedule must be approved in advance by the Superintendent or designee. Any course work taken without prior approval will not count toward horizontal advancement. All appropriate forms must be turned in and approved in advance. The amount of credit to be awarded for each class will be at the rate of one (1) credit hour for each 15 contact hours of instruction per program. If an employee disputes the decision by the Superintendent or designee, he/she shall have the option of appealing this decision to an Appeal Board established by the LWEA and the Board. The Appeal Board shall be comprised of the Superintendent or his/her designee, the Superintendent or designee, and the LWEA president or his/her designee. All decisions of the Appeal Board shall be final. 2. Graduate credit for employees leading to horizontal advancement on the salary schedule must be in the appropriate teaching field, or part of an advanced degree program in education in which the employee is enrolled, or outside the subject or service area to which the employee is currently assigned when, in the judgment of the Superintendent, the course is relevant to the employee’s current assignment or professional development. 3. In moving horizontally from the Bachelor’s salary lane to the Bachelor’s +15 and the Master’s salary lanes, only graduate level courses taken after the date upon which the employee was deemed certified to teach by a state department of education shall be applied to the horizontal salary movement. 4. Horizontal advancement on the salary schedule may be made at the beginning of the first semester. All course work must be completed by the first Monday in September. 5. Unit members enrolled in Master’s degree programs requiring more than 30 credit hours shall have all credit hours accumulated beyond 30 hours applied toward subsequent horizontal advancements.
