Harmonising policies. Each Council has its own set of policies in relation to this area. Variance in key policies is potentially an area of diseconomy to a future shared services operation. It is recommended that policy harmonisation is progressed where it is straightforward to do so, for example in the areas of:  General operation procedure including performance criteria  Financial inclusion or debt management policies  Social care strategies, including carers, mental health and older people Harmonisation will help achieve efficiency in terms of minimising any resource required to administer divergent policies, and reduced potential for errors in advice given.
