Funding Uses and Sources. The HCCRF shall be used to offset health care costs that exceed the budgeted costs in any fiscal year. Budgeted costs are those costs budgeted each year and are the Employer’s best estimate of expected costs based on good faith projections compiled by the Employer’s independent consultant. Budgeting shall be based upon a five (5) year rolling average of covered Employees. The HCCRF fund shall also be used to offset increased budgeted costs of $85 per Employee per month for each year of the contract, provided that the balance of the HCCRF is at least 75% of the established target for the prior fiscal year.
