Donation Procedure. 1. Upon receipt of a valid request for donations from an eligible employee, the Court Executive Officer (or his/her designee) may post a notice of the eligible employee’s need for donations on bulletin boards accessible to employees and send notice via electronic mail to all court employees and commissioners; confidential medical information shall not be included in the posted notice. 2. Employees shall be provided a two week period to submit their donations; donations received after the submission period shall not be processed. 3. All donations shall be voluntary. 4. Employees may donate vacation or compensatory time to the eligible employee; sick leave may not be donated. 5. Donations must be a minimum of two (2) hours, but cannot exceed sixteen (16) hours per donating employee; all donations must be made in whole hour increments. 6. The maximum amount of leave an employee may donate under the catastrophic leave program cumulatively throughout the calendar year may not exceed the donor employee’s maximum annual vacation accrual as provided for in Article V. 7. All donations shall be irrevocable, except as provided in section 13.B.12 below. 8. Employees wishing to donate time to the eligible employee must provide the following: a. The donating employee’s name and Social Security Number or Employee identification number. b. The number of hours of compensatory/vacation time he/she wishes to donate with the limitations of Section 13.B.5 and 13.B.6, above. c. The name, Court location and class title of the eligible employee to whom the time is being donated. d. A statement from the donating employee indicating he/she understands that the donation of time is irrevocable, except as provided in section 13.B.12 below. e. The donating employee’s signature authorizing the transfer of the donated time to the eligible employee. Donation authorizations which do not contain all of the above information shall not be processed. 9. At the close of the donation period, the Superior Court shall confirm that each donating employee has accrued time balances sufficient to cover the designated donation. The donated hours will then be transferred on a straight hour to hour basis to the recipient’s sick leave account in the amounts designated under section 13.B.12 below. 10. Donated hours will generally be processed on a “first-come, first-used” basis. 11. Donation Procedure. 29 1) Donation of leave will be strictly voluntary; the identity of leave 30 donors will be held in absolute confidence. 32 2) Unit members may donate accrued sick leave. 34 3) Donations must be made in whole-day increments with a minimum 35 of one day. 37 4) Donors donating sick leave must have a sick leave balance after 38 donation, in an amount not less than the amount of annual sick 39 leave allocation received by the donor. During any fiscal year, the 40 amount of sick leave time that may be donated shall not exceed 41 one-half the amount of sick leave earned and unused in the 42 previous fiscal year. (Example: In the previous fiscal year, donor 43 earned twelve (12) days of sick leave and used four (4) days, 44 leaving eight (8) days unused. Donor could donate four (4) days.) 45 1 5) Once donated to an individual, donated leave cannot be reclaimed 2 by the donor. 4 6) Unit members wishing to donate time will submit donation 5 authorization forms to the Attendance Department. Donation 6 authorization forms which do not contain all requested information 7 shall not be processed. 9 7) If donations exceed the projected need, donation authorization 10 forms will be processed in the order received. Excess donations 11 will be processed, if needed, before an additional donation period 12 is scheduled. 14 8) Donated credits will be available for use by the recipient on the 15 next payday which falls at least fourteen (14) days after the date of 16 submission to the Attendance Department. 18 9) Donation authorizations will expire after a twelve (12) month 19 period if not used. 21 10) Upon receipt of donation authorizations, the Attendance 22 Department shall take the following actions: 24 i. Verify that donating unit member has minimum required 25 leave balance required for donation; convert donated time to 26 dollars at the hourly rate of the donor and subtract from 27 designated leave category. 29 ii. ▇▇▇▇▇▇▇ donated dollars as computed above to hours at the 30 hourly rate of the recipient and add to recipient’s sick leave 31 balance.

Donors donating vacation or compensatory time must have an 38 overall vacation/holiday/compensatory leave balance of one 39 hundred twenty hours remaining after donated time has been 40 deducted. Donors may donate up to a combined total of three (3) 41 vacation and comp time days per fiscal year.
Donation Procedure. 2 A. It is the responsibility of the Member (or his/her designee) to canvass other 3 members for the donation of sick leave hours. However, it must be recognized that donations are 4 voluntary; coercion or harassment of fellow Members to donate will not be tolerated. 5 B. Donations must be a minimum of four (4) hours. Donated hours will be considered 6 hour for hour. 7 C. If the recipient returns to work before the donations are exhausted, the donations 8 are eliminated from the catastrophic leave bank. Any remaining hours left in the bank will be 9 returned to the donating employees based on their percentage of the original donation pool. For 10 example: if the original donation pool was 100 hours and you donated 10 of those, if the remaining 11 balance of hours is 24 hours, you will get 2.4 hours back. 12 D. All benefits will continue as if the recipient Member was on sick leave. 13 E. All accrued leave will be used prior to the donated leave being used.
