Development & Designing. The Concessionaire shall conceive, expeditiously develop and commence the designing of the Detailed Design of the Works. The Concessionaire shall submit to Independent Engineer for approval and FBR, for the purposes of comments, its Design Proposal within six (6) Months of the Effective Date, and submit all components of the Detailed Design for the comments of FBR no later than eight (8) Weeks prior to the Works Commencement Date. The Development phase shall prevail for six (6) Months starting from Effective Date till the commencement of Construction Period.
