Conventions. The Union representative or his designee shall be granted time off without loss of pay or 7 benefits to attend the annual State Convention. Such release time shall be requested in writing fourteen (14) days 8 in advance. The Chief shall not withhold permission for the utilization of release time hereunder except in the 9 event of an emergency. Released time under this Section 6.3 shall be charged to the 56-hour allotment under 10 Section 6.1 above. 11
