Construction and Installation. (a) After receipt of an initial franchise, a Grantee shall proceed with due diligence to install and begin operation of the franchise. (b) Failure on the part of the Grantee to commence and diligently pursue (d) The shall be constructed and operated in accordance with all adopted City, state and national construction and electrical codes.
