Client Fees. CONTRACTOR shall charge a fee to clients to whom services are provided 20 pursuant to this Agreement, their estates and responsible relatives, in accordance with the fee system 21 designated by ADMINISTRATOR. This fee shall be based upon the person's ability to pay for services, 22 but it shall not exceed the actual cost of services provided. No person shall be denied services because 23 of an inability to pay.
