Base Pay Philosophy. The City recognizes that the recruitment and retention of highly qualified and professional Police are essential to the success of the Forney Police Department. As such, the City desires to maintain a pay philosophy that considers average pay for Police Officers as reflected in Section 3. The parties recognize financial limitations that the City may face in challenging economic periods. Section 3(d) of this Article reflects the Parties’ intent to address the current economic period and is not intended to serve as a precedent in future agreements.
