Barriers and diversions. The Government shall procure that during the Concession Period, no barriers are erected or placed by any Government I nstrumentality on the Project Highway except for reasons of Emergency, national security, law and order or collection of inter-state taxes. The Government shall also make best endeavours to procure that no Government I nstrumentality shall undertake or cause to be undertaken, except for reasons of Emergency, national security or law and order, any diversions of t raffic f rom, or closing down of approach roads to the Project Highway that may cause a material adverse effect on the flow of traffic to and from the Project Highway.
