APPOINTMENT, TRANSFERS & RETRENCHMENTS. (a) Appointment to positions shall be made on merit, except where all things are equal, in which case the person already in the employ of the Committee shall be appointed. Where two or more persons are already in the employ of the Committee the employee with the longest service with the Committee shall be appointed.
