Applicability of Agreement. The rights of Carrier to obtain the Commitment Discount and obligation of Carrier to perform the Cargo Commitment shall apply to Carrier’s cargo carried in ocean transportation in the foreign commerce of the United States and Carrier’s cargo transshipped at United States ports, subject to the terms of Section 5(b).
