Annual Leave Conflicts. In the event of a conflict among bargaining unit employees in scheduling an annual vacation, local practices shall govern resolution of the conflict; it is understood such procedures are appropriate for negotiations at the field office level. Request for advanced leave will be considered on a case by case basis in accordance with Government-wide regulations and implementing Agency regulations. An employee who has requested advance annual leave will not be disallowed use at the time for which it has-been requested as provided for in Section 1 unless the provisions of Section 1 have been complied with.
