Amounts of Rates, Fees and Charges. (a) The City will, at all times until all Bonds have been fully paid or provision has been made therefor in accordance herewith, fix, prescribe and collect rates, fees and charges for the services and facilities of the Enterprise during each Fiscal Year so as to yield Gross Revenues at least sufficient, after making reasonable allowances for contingencies and errors in the estimates, to pay the following amounts in the following order of priority:
