Amending of Time Limits. The time limits fixed in both the grievance and arbitration procedure may be extended by consent of the parties.

Where a grievance or a reply is presented by mail it shall be deemed to be presented on the day on which it is postmarked and it shall be deemed to be received on the day it was delivered to the appropriate office of the Employer or the Union.
