The main purpose of the EIR will be to thoroughly and accurately analyze the environmental impacts of the proposed project. The document will be free of jargon so that the information it contains is accessible to decision-makers and the public. The methodology and criteria used for determining the impacts of the project will be clearly and explicitly described in each section of the EIR, including any assumptions, models, or modeling techniques used in the analysis. The determination of impacts will be based on thresholds of significance developed in accordance with CEQA requirements, the County’s standard environmental practices and requirements, and other recently approved environmental documents. Each significant impact will be numbered, and the corresponding mitigation measures will be correlated. The Administrative Draft EIR will provide an analysis of relevant environmental topics. The topics expected to be addressed, a description of the analyses to be conducted, and the contents of those sections are discussed below. In addition, the significance of the impacts after implementation of the mitigation measures will be included in the analysis. Impacts considered would include the following: direct, indirect, construction/short-term, operational/long-term, growth-inducing, and cumulative.
