The State of Uttar Pradesh, through UPDASP shall, by no later than six (6) months after the Effective Date, carry out feasibility studies, under terms of reference agreed with the Bank, to assess alternative structures for the establishment of an Alternative Investment Fund (AIF) or investing in an existing one, required documentation, managerial structure, eligible investment activities, and potential pipeline therefor.
To facilitate carrying out of Parts 1.A(i)(b), 1.A(ii)(b), 1.A(iii), 1.B(ii), 2.A(iii)(b), 2.B(ii), 2.B(v), 2.B(vi), and 3.B (iii) of the Project, the PIE, through UPDASP, shall make part of the proceeds of the Loan available as Grants to Beneficiaries in accordance with the eligibility and selection criteria and procedures acceptable to the Bank and set forth in detail in the Grants Manual.
In Uttar Pradesh, two major programmes are presently under implementation, namely the Uttar Pradesh Sodic Land Reclamation Project (UPSLRP) and the Uttar Pradesh Diversified Agricultural Support Project (UPDASP).
UPDASP envisages capacity building of the line department functionaries, decentralization of the technical and managerial decision making (SREP, PRA, ATMA, etc), increasing the role of the private sector, enhancing the participation of farming community, self-help groups (SHGs) and Farmers Interest Groups (FIGs), etc.
The Project Implementing Entity (“PIE”) shall vest the responsibility for overall management and coordination of implementation of the Project to Uttar Pradesh Diversified Agricultural Support Project Society (UPDASP).
In order for the Sub-Projects to be eligible for financing under Parts 1.A(i)(b), 1.A(ii)(b), 1.A(iii), 1.B(ii), 2.A(iii)(b), 2.B(ii), 2.B(v), 2.B(vi), and 3.B (iii) of the Project, the PIE, through UPDASP, shall screen and select the relevant Sub-Project in accordance with the selection and eligibility criteria set forth in the Grants Manual and environmental and social instruments referred to in the ESCP.
