Responsible source. ’ means that the wood fibers are acquired from a legal source utilizing independently certified procurement standards or are from a proprietary forestry standard or from jurisdictions with regulatory or quasi- regulatory programs to implement best management practices.

Responsible source. ’ means a prospective contractor that, among other things, ‘‘has a satisfactory record of integrity and business ethics.’’ 41 U.S.C. 113(4). Part 9 of the Federal Acquisition Regulation (FAR) implements this statutory ‘‘responsibility’’ requirement. The FAR states that ‘‘[p]urchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only.’’ FAR 9.103(a).99 In accordance with the statutory definition of ‘‘responsible source,’’ the FAR states that ‘‘[t]o be determined responsible, a prospective contractor must . . . [h]ave a satisfactory record of integrity and business ethics ’’ FAR 9.104–1(d).
