Qualified Residential Treatment Program (QRTP) – a specific category of a licensed non-▇▇▇▇▇▇ family home setting with a trauma-informed treatment model that is designed to address the needs, including clinical needs as appropriate, of children with serious emotional or behavioral disorders or disturbances and, with respect to a child, is able to implement the treatment identified for the child by the required thirty (30) day assessment of the appropriateness of the placement.

Prior to a child’s placement in a QRTP, but at least within 30 days of the start of a placement in a QRTP of a child in the care and custody or the custody and guardianship of the LDSS or the OCFS that occurs on or after 9/29/21, a QI must assess for the appropriateness of placement in the QRTP.
The QI must complete the assessment in collaboration with the LDSS, QRTP, and family and permanency team to gather information to formulate the final determination.
For each child cared for in a QRTP operated by the Agency, the Agency must provide after care for at least six months following either discharge of the child from ▇▇▇▇▇▇ care or as otherwise required by OCFS.
Regarding placements in other than a QRTP, utilizing the referral summary information provided by the Department, the Agency must determine whether the services it provides are appropriate to meet the needs of the child being referred.
The Contractor must ensure compliance with all provisions of the Family First Prevention Services Act (FFPSA) of 2018 (H.R. 1892) and all requirements of the Qualified Residential Treatment Program (QRTP) established within the Act, and state law, MCL 722.11 and MCL 722.13(c).
