pre-excavated means where the developer or its agents carries out work excavate the ground prior to us carrying out our work, such as installing e.g. water main, service connection, lateral drain etc.

Excavate or "excavation" means ditching, dredging, or mechanized removal of earth, soil or rock.
Excavation means the mechanical removal of earth material.
