The performance measures for these components and the Available Fee for the period allocated to the fiscal year are provided in the Section J Attachment entitled, Performance Evaluation and Measurement Plan (PEMP).
A PEMP will be developed by NNSA for this Contract which will document strategic performance expectations and the process by which the Contractor’s performance will be evaluated.
The Contracting Officer may revise the PEMP during an evaluation period of performance and will incorporate any revisions through a contract modification.
The Parties will strive to reach mutual agreement on the performance measures and will work together to establish the PEMP.
In the event the parties cannot come to agreement, NNSA reserves the right to make the final decision and issue the PEMP.

Any change to the PEMP requires concurrence by the appropriate program office and the NNSA Senior Procurement Executive prior to the Field Office Manager and Contracting Officer signatures.
The model for this PEMP is to rely on LLNS leadership to use appropriate DOE contractual requirements and recognized industrial standards based on consideration of assurance systems, and the related measures, metrics, and evidence.
