  • Accordingly, the Arizona Legislature has enacted 13 Arizona Revised Statutes, Title 28, Chapter 22, Article 1 (the “Statute”), and 14 ADOT has adopted the P3 Program Guidelines (the “Guidelines”), to accomplish 15 that purpose.
