Non-Carrier definition

Non-Carrier means any individual, partnership, association, joint-stock company, trust, governmental entity or corporation which has not been explicitly classified as a Telecommunications Carrier by the Federal Communications Commission.
Non-Carrier s Reason” means other reasons unrelated to the internal management of the carrier, including weather, emergencies, air traffic control, security, passengers and other factors.
