The Council will notify the Grantee or the Lead Grantee in the case of a consortium of its intention to suspend and invite the Grantee to submit its observations within 10 (ten) working days.

The Lead Grantee of the consortium is fully liable for repaying the debts of the consortium; even if it has not been the final recipient of those amounts.
Payments to the Lead Grantee shall discharge the Council from its payment obligation.
