Interessement is a term introduced by ▇▇▇▇▇▇▇ ▇▇▇▇▇▇ to describe the ways in which an actor ‘attempts to impose and stabilize the identity of the other actors it defines through its problematization’ (▇▇▇▇▇▇ 1984, 8).
Interessement does not necessarily lead to a full alignment of the interests of all groups but it does result in a pragmatic agreement on a particular issue.
Interessement is therefore relative to the power each stakeholder has in the network.
Interessement therefore allows HEFCE to take the interests of each actor into account and negotiate them into a policy.
