The BTCC methodology The draft BTCC methodology was consulted by all TSOs of the Core CCR (50HERTZ, AMPRION, APG, CREOS, ČEPS, ▇▇▇▇, ▇▇▇▇, HOPS, MAVIR, PSE, RTE, SEPS, TENNET GMBH, TENNET B.V., TRANSELECTRICA, TRANSNET BW) through ENTSO-E via the online ENTSO-E Consultation Hub for one month from 5 September 2022 until 5 October 2022 in line with Article 10 of EB Regulation1.
The Core CCR consists of the bidding zone borders between the following EU Member States’ bidding zones: Austria, Belgium, Croatia, the Czech Republic, France, Germany, Hungary, Luxemburg, the Netherlands, Poland, Romania, Slovakia and Slovenia.
It defines a capacity calculation for the balancing timeframe in order to provide capacities for the exchange of balancing energy or for operating the imbalance netting process for Core CCR.
All Regulatory Authorities of the Core CCR have assessed, consulted, closely cooperated and coordinated to reach an agreement about the Regional Specific Annex, which meets the requirements of Regulation 2016/1719 and as such can be approved by all Regulatory Authorities of the Core CCR.
In the aforementioned request for amendment, all NRAs have requested all TSOs of the Core CCR to modify Article 1(2).
Since the implementation of the LTSR methodology is fundamentally linked to the implementation of the long‐ term capacity calculation in Core CCR, Core Regulatory Authorities requested that the LTSR methodology contains explicit provisions for possible future amendments.
The Core Flow-Based Market Coupling project was established to develop and implement the daily operation of a Flow-Based (FB) day-ahead market coupling across the whole Core capacity calculation region (Core CCR) in the framework of the single day-ahead coupling (SDAC1).
In the event of conflict between the nomination rules Proposal and provisions of the Core CCR TSOs’ regional design of long-term transmission rights based on article 4(12) of Commission Regulation (EU) 2016/1719, the latter shall prevail.
The present Agreement sets forth the rights and obligations regarding the establishment and operation of the Core FB MC and such processes with a specific reference to project organization, operation, cost sharing, regulatory provisions, confidentiality and data exchange between the Parties, in order to meet the objectives as set out in article 3 of CACM, and to facilitate an efficient Single Day-Ahead Coupling in the Core CCR as set out in article 3.3 of SDAC DAOA.
Based on the rationale explained above, all Regulatory Authorities of the Core CCR agree to request an amendment of the SR methodology, pursuant to Article 4(11) of the FCA Regulation.
