The Property Owner acknowledges that the purpose of the Non- Completion Assessment is to provide for redemption of any bonds issued by the District or prepayment of any other financial obligation entered into by or on behalf of the District to finance installation of the Qualifying Improvements on the Property, and to pay any costs incurred by the District in order to release the lien of the Assessment on the Property.
