Complaint, application definition

Complaint, application means the forms of appeal to the competent institution requesting the settlement of an administrative dispute. Complaints shall be lodged with the competent institution by private persons, whereas state institutions, their representatives, employees shall file applications. Laws may also provide for other forms of appeal.
