An E.S. P. shall be given a copy of any observation report prepared by his observer within ten (10) work days and at least one (1) work day before any conference to discuss it.
An E.S. B. whose job has not been advertised and closed permanently may not declare for a different permanent position unless it was advertised during the period of his/her promotion.
