If in the regular rotation, an arbitrator is unable to specify a date for the arbitration hearing within a reasonable time period from the request date the grievance is submitted to him, the parties may agree to request another arbitrator in rotation to provide such a date. When arbitration deals with work quotas or time standards, it will not be the regular rotation of arbitration.
