Work Preference. 20 Regular nurses shall have work preferences on the basis of seniority and skill 21 and ability. The qualified senior nurse shall be given first opportunity to fill 22 vacancies and shall be scheduled before less senior nurses, full-time, and 24 shall be the first to be laid off.
