When Your Coverage Begins When You Can Enroll or Make Changes. We accept new subscribers in accordance with federal law and Rhode Island General Law §27-18.5-3. You may enroll your eligible dependents during an Open Enrollment period. If your dependents do not enroll at this time, your dependents may only enroll if they enroll through a Special Enrollment Period. This agreement goes into effect on the first day of the month for which we receive your completed application and you have paid the premium.
