The Value Engineering Team clause establishes a dedicated group responsible for reviewing project designs, processes, or materials to identify opportunities for cost savings and efficiency improvements without compromising quality. Typically, this team is composed of representatives from the owner, contractor, and sometimes key consultants, who collaboratively analyze project elements and propose alternative solutions or modifications. The core function of this clause is to formalize a process for continuous value assessment, ensuring that the project benefits from innovative ideas and cost-effective strategies throughout its lifecycle.
Value Engineering Team. 1. Not later than twenty (20) days after receipt of the Notice To Proceed with Preconstruction Services from Contract Administrator, Contractor shall identify and submit for Contract Administrator’s approval a person who shall serve as the VE Team Coordinator and a list of VE team members and their respective resumes representing the design and construction disciplines required to complete the VE study effort. Subsequent changes or substitutions to the approved VE team shall be submitted in writing to Contract Administrator for approval.

The VE Team Coordinator (VETC) may be one of Contractor’s personnel or a Consultant to Contractor and shall be responsible for pre-study preparations, assembly of required study materials, coordination of team members, conducting and providing administration of team meetings. The VETC shall produce, audit, reproduce, and sign and distribute the final VE report and each VE Proposal.

These requirements shall also apply to County Managing General Contractor Agreements. In the event of a Design-Bid-Build construction delivery procurement, a second, modified BIM Project Execution Plan (BIM PxP) will be required to clarify the contractor’s involvement to further develop and complete the project BIM and all related activities.
