The Board recognizes the establishment union may appoint or otherwise select a reasonable number of five (5) Union Stewards within this bargaining unit, one of whom shall be appointed to be the Chief ▇▇▇▇▇▇▇. There will be no more than one (1) ▇▇▇▇▇▇▇ at any given location. The Union shall appoint stewards and the Employer shall recognize a Union Committee, consisting General Committee of not more than six (6) five employees, including any union officer of the bargaining unit, for the purpose of processing grievances, negotiations for a new contract, or any other matter that may arise on behalf of the employees. The Employer committee members, stewards and other employees meeting with management for the purpose of discussing scheduled matters or grievances during working hours will meet with three (3) members not suffer loss of wages for such time occupied. Both parties agree that for the efficient operation of the Union Committee plus one (1) Union Representative on any matter properly arising out business, matters of this Agreement, and/or to process grievances in accordance with the Grievance Procedure. The Employer will meet with five (5) members interpretation and complaints shall be processed through appropriate management personnel and union officers of the Union Committee plus one (1) Union Representativeto conduct negotiations for the renewal of this Agreement. a) The Union acknowledges that the members of the Union Committee must continue to perform their regular duties and that all activities of the Union Committee will be carried on outside the regular working hours of the members thereof unless otherwise mutually arrangedbargaining unit. The Union President or designate to be mutually agreed, shall be entitled to a leave of absence from their regular duties for Union business. The Board agrees to continue to pay the wages and make any appropriate deductions for which it shall be reimbursed by the local of the Union. The Board also agrees to supply a replacement for this time at the Boards discretion. Approval for this absence must be obtained prior to any absence. The Board agrees approval will not be unreasonably withheld. Providing there are matters arising out of the Agreement to be discussed, the Union Committee and the Employer Representatives will meet. Such meeting will be arranged within one (1) week after one party notifiesthe other by letter of the matters for discussion. The Employer agrees to prepare an agenda for these meetings outlining the date, the time and matters to be discussed, with such agenda sent to all persons who are to be present at the meeting. a) The President of the Union and Stewards have regular duties to perform while employed by the Board. They will not absent themselves from their regular duties unreasonably in order to deal with grievances or other Union business. They will not leave their regular duties without receiving permission from the Principal or immediate Supervisor. The employer will replace representatives of the Union when making representation on Board committees at the request of the Board for the full duration of any such absence provided the absence is at least one half day in duration. It is understood that the President of the Union and ▇▇▇▇▇▇▇▇ will not lose any compensation while performing duties outlined in Article during their regularly scheduled work time. The Board will compensate those members of the Union Committee who take part in the negotiation process leading to the renewal of the Collective Agreement for their regularly scheduled hours spent in negotiations up to the time an application is made for conciliation and provided the Board is notified of the names of those members before negotiations begin. The Union shall keep the Employer notified in writing of the names of the members of the Union Committee and Stewards, and will keep such a list up to date at all times. The union Employees shall have the right to have the assistance call in a representative of the National Representative for negotiations on all between the management and the employees. The efficient operation of and/or consultants when meeting the management’s plant and business shall be considered first in granting leave of absence. In all cases of leave of absence under this Article, except as in paragraph two weeks’ written notice of such leave shall be given to management accompanied by the names involved. At no time shall leave of absence exceed one employee -per department as listed hereunder except with the employer approval of management. The President and General Committee of the union requesting leave to attend meetings outside of the Commission’s work area related to grievances and/or arbitrations shall be granted leave of absence without pay to a minimum of one half continuous working day totalling ten times and a maximum of five working days, subject the giving of five working days’ notice by employees assigned to shift work and two working days’ notice in matters arising out the case of other employees. Total leave of absence in any one calender year for attendance at union functions and work shall not exceed fifteen working days per employee. Employees designated by the union to union business shall be granted leave of absence without pay for this purpose, up to a maximum of fifteen days per person per year, except the Chair of the General Committee and the President who shall be allowed twenty-five days per year. No more than ten employees shall be granted leave of absence at any one time, except with the approval of management. (This means a maximum of one hundred and sixty working days absence per year, distributed across the total union membership). It is further agreed that for the purpose of attending the Labour College of Canada (eight weeks’ duration), leave of absence shall be granted to two employees. The eight week period is understood to be in addition to the fifteen day maximum mentioned in the preceding paragraph. Leave of absence up to a maximum of six months without pay may be granted to an employee to undertake a full-time union position. This shall be limited to one employee at any one time. The said employee shall be permitted to maintain medical and insurance coverage in the Commission group; the union and/or employee shall be responsible for payment of these premiums by direct payment to the Commission. During this leave of absence the employee shall not accumulate vacation credits, nor be eligible for bulletined positions, sickness or compensation benefits. The employee and/or the union shall notify the management at least fourteen days prior to expiration of the leave of absence. If such notice is not received, or if the employee fails to return at the time stated, the employee shall be deemed to have left the employ of the Commission. Employees granted leave of absence without pay for periods of one week or less shall be paid by the Commission; and the Commission shall invoice the union for the cost of the employee’s regular time. The union agrees to accept responsibility for payment of this Agreementcost. The Board cost shall provide one (1) copy be calculated for regular hours at the employee’s rate plus the appropriate employee benefit percentage. For the purpose of newly approved board policies this Article “department” shall be deemed to mean as follows: Administrative Services Customer Services Electric Operations Construction Line Meter Operating -Plant Office Service Stores -Substation Maintenance -Traffic Signal Underground Engineering Finance and procedures to the Union as updated.Purchasing Parks and Recreation Waterworks Operations -Facilities Maintenance -Distribution Garage -Machine Shop -Meter
