Transport construction materials by road. (1) If during the construction of the factory or any substantial extension thereof the Company demonstrates to the satisfaction of the Commissioner of Transport that the services provided by the Railways Commission do not meet the reasonable requirements of the Company the Commissioner of Transport shall under the provisions of the Transport Commission Act, 1966 issue licences on the application of the Company or its nominee in respect of commercial goods vehicles for them to carry goods by road for such construction or extension under the terms of the Transport Commission Act, 1966.
