Training for Advancement. Training may include courses 1. When training is requested primarily to prepare employees for advancement, or seminars to improve if the long-term requested training would fulfill specific qualification requirements for a position with known promotion potential of employees. If this opportunity is not made available to all eligible, equally qualified and interested employeespotential, selection for this such training will be made through under competitive promotion procedures, including those contained in Article 21, Merit Promotion. Such training is subject to the Employer's budgetary limitations.
