Traffic Control Plans - Detailed traffic control plans (TCP) will be prepared based on the approach and the number of construction phases decided in the conceptual TCP as part of the study. TCP will be designed according to the latest edition of The Texas Manual on Uniform Traffic Control Devices. Traffic Signal Warrant Analysis - A traffic signal warrant analysis shall be performed for the ▇▇▇▇▇▇ at Boss ▇▇▇▇▇▇/Old Richmond intersection. The traffic signal warrant analysis will be performed based on guidelines outlined in the TMUTCD. Traffic data to be provided by Fort Bend County. Traffic Signal Design- A traffic signal design shall be produced for the ▇▇▇▇▇▇ at Boss ▇▇▇▇▇▇/Old Richmond and ▇▇▇▇▇▇ at Bissonnet intersections. Below is a summary of the design elements that shall be provided for the intersections. o Full traffic signal design o Mast arm pole design (no elevations) These proposed traffic signal improvements shall be provided in a set of plans as required by the County which includes the following: o Existing Condition Diagram o Proposed Traffic Signal Layout o Electrical Schedule, Sign Design, Phasing Diagram o General Notes o Traffic Signal Notes o Applicable TxDOT Standards Confirmation of Power - The proposed power location for the intersection shall be identified and followed up by coordination with CenterPoint Energy (or other responsible power company) to confirm the power location. A letter shall be obtained from CenterPoint Energy (or other responsible power company) documenting their acceptance to the power source. Construction Estimate and Quantities - A construction estimates and quantities will be provided for the traffic signal design to be included in the overall project package. Traffic Signal Timings - Utilizing Synchro software, projected volumes will be inputted, and proposed AM Peak, PM Peak & Off-peak signal timings will be developed for implementation. Traffic counts to be provided by Fort Bend County. Storm water pollution prevention plans (SWPPP) will be prepared and included in the construction documents and project manual based on FBC and/or HCFCD criteria. CobbFendley anticipates concluding the phase I, PER, in 270 days and phase II, final design, of construction documents in 180 days from the notice to proceed dates respectively. It must be noted that abovementioned durations for document delivery do not include the project management consultant (PMC), Harris County, and Fort Bend County's intermediate reviews in addition to an acceptance of the PER by the Fort Bend County Commissioner's Court.

Available weekday AM peak period (7:00 – 9:00 AM) and weekday PM peak period (4:00 – 6:00 PM) traffic counts at the intersections in the surrounding area will be inputtedutilized, where available. If traffic counts are needed during the effects of COVID-19, a solution agreeable with the project team and the review agencies will be coordinated. As the extent of this solution is difficult to determine, a revised proposal will be provided if additional efforts or data collection is required. e. Utilizing trip generation formulas in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th Edition, calculate the amount of weekday daily, weekday AM peak hour, and weekday PM peak hour traffic to be generated by the proposed AM Peakdevelopment upon full build out. f. Determine site trip distribution percentages based on surrounding population densities, PM Peak & Offexisting traffic patterns, the previously approved Traffic Impact Analysis (TIA) for nearby sites, and engineering judgment. Assign site-peak signal timings generated traffic to study intersections and site driveway utilizing trip distribution percentages. g. Project existing traffic volumes to the build-out year using a compounded growth rate typically approved by the Town and NCDOT. Combine the background traffic with the site traffic to determine the future traffic conditions that can be expected upon build-out of the site. The background traffic will include any proposed adjacent developments. This proposal assumes the traffic from any proposed adjacent development will be developed provided by the reviewing agencies. h. Analyze the study intersections during the weekday AM and PM peak hours under Build (Build-Out Year) Traffic Conditions. i. Review the roadway improvements associated with the Main Street Improvements project within the study area to determine what impacts the proposed site driveways for implementationthe subject development may have and provide recommendations for site access. j. Prepare a technical memorandum documenting the study findings with graphical aides and an appendix of supporting data. Traffic counts Provide a draft copy to the Client for review. Upon approval, submit necessary copies of the report to the NCDOT (if required) and local reviewing agencies for their review and comments. k. Coordinate with the Client to discuss to ensure an understanding of the study and answer questions via virtual meeting [conference call or video teleconference].
