The Performance Framework. 5.5.1 A detailed performance measurement process, ranging from small tests of change, through to high level drivers and outcomes, is being developed as part of the work on the Early Years Collaborative. 5.5.2 The Performance Framework for Children’s Services is under review and includes the critical strategic outcome measures, and these will be set out in detail within For Highland’s Children 4 to be published in 2013.
