Technical Factor Clause Samples
Technical Factor. The Government will evaluate the elements described below.
Technical Factor. The proposal will be evaluated on the clarity and reasonableness of the technical approach to accomplish the complexity and magnitude of the Government’s requirements. The offeror shall demonstrate a technical approach that successfully accomplishes the PWS requirements.
(a) Subfactor 1: Staffing/Management Approach. This sub factor will be utilized to evaluate the Offeror’s ability to provide a staffing and management approach meeting all contract qualifications and requirements outlined in the PWS. To be considered acceptable, the offeror shall:
(1) outline the entire business process from notification of event requirements and budget authorization through invoice submission, (2) clearly describe the management structure of personnel, decision making authority, and areas of responsibility, (3) project each full-time event planner to manage between 150 and 220 events annually unless a clear and compelling justification is given for projection outside industry norms, and (4) provide a staffing and management approach for each tier of execution.
ii. Demonstrate a three-year average voluntary turnover rate of 25% or less. Voluntary turnover rate shall be calculated by dividing the number of employees who left the company voluntarily in a year by the average number of employees in that same year. For teaming solutions, the weighted average (based on the projected workload split) of the firms' three-year average voluntary turnover rate will be used.
iii. Include resumes of employees who meet the requirements outlined in Table 10 in reference to PWS Paragraph 1.6.
Technical Factor. The proposal will be evaluated on the clarity and reasonableness of the technical approach to accomplish the complexity and magnitude of the Government’s requirements. The offeror shall demonstrate a technical approach that successfully accomplishes the PWS requirements.
Technical Factor. The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any or all of the technical criteria below will result in a technically unacceptable rating and preclude award.
Technical Factor. 1The Government shall evaluate the Offeror’s proposal to determine the Offeror’s understanding of, approach to, and ability of meeting the solicitation requirements. The Government will assess the Offeror’s Technical proposal with respect to its compliance with all the solicitation requirements. The evaluation will also include an assessment of the following:
Technical Factor. The technical factor evaluation is an assessment of the offeror’s proposed approach and capability to satisfy the Government’s requirements. In order to meet this factor requirement, the offeror must demonstrate the ability to successfully execute this contract as delineated through the elements described below.

Technical Factor. L.3.1.1 Factor 1: Status on QPL for MIL-DTL-6645: Offeror(s) shall clearly demonstrate their approval and subsequent addition to the reference QPL or demonstrate a reasonable expectation that the Offeror will be approved and added to the FPL prior to the anticipated contract(s) award resulting from this solicitation.
L.3.1.2 Factor 2: Higher-Level Contract Quality: Offeror(s) shall comply with the requirements of FAR 52.246- 11 by completing the clause located at SF-33, Section E, 52.246-11 L.3.2 Delivery Schedule L.3.3 Price Factor L.3.4 Past Performance L.3.4.1 IAW FAR 15.305(2)(iv) without a record of relevant past performance or for whom past performance is not available; the offeror may not be evaluated favorably or unfavorably. Offeror(s) shall submit a list of up to three (3) Government contracts (prime and major sub-contracts) performed or awarded during the past five (5) years, which are relevant to the efforts required by this solicitation, specifically involving the manufacturing of personnel parachute systems. Past performance of proposed major subcontractors may also be provided if it is relevant. This information shall be organized into the following sections:
Technical Factor. The Government will evaluate the information presented in the Offeror’s written proposal to determine the Offeror’s understanding of and ability to meet, or exceed, the requirements stated in the RFP and Statement of Work (SOW), in accordance with solicitation instructions provided in section L. The proposals will also be evaluated to assess the risk for potential for disruption of schedule, increase in costs, degradation of performance, the need to increase Government oversight, or the likelihood of unsuccessful performance associated with the technical proposal in meeting the requirement. The Government evaluation will include an assessment of the Offeror’s proposed approach and the details to support the requirements of Technical Approach and Capability, Schedule and Milestones, and Small Business Utilization.
