The Technical Bid Evaluation clause outlines the process and criteria for assessing the technical aspects of bids submitted in response to a procurement or tender process. Technical Bid Evaluation. The technical bids of the bidders who comply with the eligibility criteria mentioned in this RFP will be invited for personal interview at a date, time and location notified by the TENDERER. The purpose of such presentations would be to allow the bidders to present their Approach & Methodology and the key points in their proposals.
Technical Bid Evaluation. The technical score of a bidder ‘Tb’ will be assigned to the bidder and it will be awarded based on the Technical Evaluation Criteria as specified above. ▇▇▇▇▇▇▇▇’s decision in this regard shall be final & binding and no further discussion will be held with the bidders.
Technical Bid Evaluation i. The technical bids will be opened by ReBIT online as per the bid opening date and time specified in the RFP. ii. The technical bids will be evaluated for completeness and responsiveness as per Annexure GMinimum Eligibility Criteria and Annexure J – Technical Compliance. iii. Initial proposal scrutiny will be held, and proposals will be treated as non-responsive and rejected, if proposals are: • Not submitted in the format specified in this RFP • Received without letter of authorisation • Non-compliant with any of the clauses specified in this RFP • Have lesser than prescribed validity period • Submitted with incomplete information, subjective, conditional offers and partial offers • Submitted without the documents required under this RFP including EMD. iv. Eligible technical proposals shall be evaluated by ReBIT according to the technical evaluation process defined in this RFP. ReBIT may, at its discretion, seek clarifications or ask the Bidder to make technical presentations on any aspect. v. The eligible qualified bidders are required to submit the sample Laptop Units for respective Category A, B & C prescribed in Section 5, for testing to be conducted by ReBIT on a sample unit of the device being offered by the Bidder in the Technical Bid. vi. The sample units of Laptop (Category A, Category B and Category C as per Annexure K) will be tested at ReBIT’s premises for proper functioning by loading of the ReBIT’s software image. SR No. Testing needs to be conducted for New Configured Laptop Status (Working / Not Working) vii. Bidders whose laptops will qualify Sample Testing as prescribed above, will be considered for price bid evaluation. viii. ReBIT at its discretion may reject the proposal of the Bidder without assigning any reason whatsoever, if in ReBIT’s opinion, the proposal was not made appropriately to meet the RFP requirement / performance criteria as stipulated by the ReBIT. ix. The evaluation will be undertaken by a committee formed for the purpose by ReBIT which consists of senior ReBIT officials and may also consist of external experts. The decision of ReBIT regarding the evaluation and selection of the Bidder would be final.
Technical Bid Evaluation a) The Bidders who have duly complied with the Eligibility Criteria and passed in sample Laptop computer testing by Testing Agency will be eligible for further processing. b) The Tenders, which do not conform to the Technical Specifications or Tender conditions or Bids without Test certificate on the Laptop Computer offered or Tenders from Bidders without adequate capabilities for supply and maintenance will be rejected. The Eligible Bidders alone will be considered for further evaluation.
Technical Bid Evaluation. Bidders will be eligible for further processing only if they fulfil the following criteria a) Compliance with Technical specifications and (as mentioned in Annexure-II) minimum requirements of Machineries for printing textbooks and allied works. b) Submission of EMD c) Compliance with the eligibility Criteria indicated in page number 10. TNTBC will prepare a list of eligible Bidders based on the compliance of detailed Technical Specifications as given in Annexure-I in Tender form. The Tenders, which do not conform to the Technical Specifications or Tender conditions or Tenders without minimum machine requirements shall be rejected. The Eligible Bidders alone will be considered for further evaluation.

Technical Bid Evaluation. In the process of technical bid evaluation, each bidder will be assigned marks, out of total 100 marks, as per the following criteria: i. Number of years in operations Max 20 Marks a) Up to 3 years 10 Marks b) More than 3 years and up to 10 years 15 Marks c) More than 10 20 Marks ii. Location of Office Max 20 Marks a) Registered/ Head Office anywhere in India 10 Marks b) Registered/ Head Office anywhere in Gujarat 15 Marks c) Registered/ Head Office in Ahmedabad 20 Marks iii. Turnover (Last Financial Year) Max 20 Marks
