TAX INDEBTEDNESS. The City of Philadelphia does not wish to do business with tax delinquents or other businesses indebted to the City. In furtherance of this policy, the following certifications have been developed and shall form a part of any Contract resulting from the Bid Solicitation and Quote. The successful seller or other entity contracting with the City is referred to below as the “Contractor”.
