Suspend Work. The Contract Manager shall have authority to suspend the Contractor's operations, wholly or in part, at individual PSAPs or collectively at all PSAPs, for such period or periods of time as may be deemed necessary because of unsuitable conditions that are considered to be unfavorable for the success of the project(s), or because of non-completion of work being done under other Contracts in the same or adjacent areas, or for such time as may be necessary because of failure of the Contractor to compy with provisions of this Contract. Such "suspension of work order" will be in writing and will state the reason for such suspension, effective date, and operations suspended. Any work done by the Contractor contrary to such "suspension of work order" will be considered unauthorized work and as having been done at the sole cost and
