Submission of Briefs in Lieu of a Hearing. a) If the Officer and the CITY agree, the appeal may be decided through the submission of written briefs to the Civil Service Commission or a Hearing Examiner, without holding a public hearing. The Agreement shall be reduced to writing and signed by the Officer and the Police Chief, or their respective representatives.
