Both parties recognise that in order to progress reform areas with urgency, tests and trials will need to take place after appropriate, but concise discussions, with consideration given to current working agreements being paused during jointly reviewed test/trials and that meaningful consultation/negotiation as appropriate will take place once those tests and trials have satisfactorily concluded.
