Common use of Strategic and Ad Hoc/General Advice and Services Clause in Contracts

Strategic and Ad Hoc/General Advice and Services. Summary The Contractor shall work with the FCO to formulate and develop appropriate strategic advice and develop and draft a regional/country/post estate strategy and/or asset management plan. The appropriate plan should set out the FCO‟s operational requirements, disposal and acquisition options and implications, procurement and funding options, and a recommended way forward which demonstrably represents the best optimum, whole life value for money solution. The plan should contain a risk and benefits analysis to allow the FCO to make informed decisions. Types of general advice required will include (but not be limited to): - Whole life investment appraisals - Private funding and financing of property schemes and projects - Market trends and forecasts - Tax implications - Risk transfer - Green Initiatives/leases/Issues - General Landlord and Tenant and Estate Management issues - Procurement strategy for property related issues - Development consultancy and advice - Daylighting/Sunlighting/Overshadowing/Rights of Light - Compulsory purchase - Party wall awards - Wayleaves and easements - Strategic asset management and advisory - Property/Facilities Management - Ad hoc advice Types of general service required will include (but not be limited to): - Negotiation and agreement of Landlord/Tenant‟s licences, approvals and consents for underletting, assignment, change of use, structural alterations or additions, etc - Negotiation and agreement of licences, agreements and rates for wayleaves, easements, aerials, utility supplies, service charges, etc. - Representation of the FCO in any third party negotiations with landlords, tenants, suppliers, providers, local/regional authorities/bodies, etc. - Data gathering and database updating - Dispute resolution negotiations - Project management of one-off projects eg. construction, fitting out, dilapidation and remedial works, etc. - Staged Clerk of Works/Inspection for construction projects 11. Property, Facilities, Estate and Financial Process Management Services - Financial Process Management eg. collection and processing of all recurring outgoings and income for residential and operational / commercial properties leased and owned by the FCO. Including (but not be limited to): Rents, Business and domestic rates, Service charges, Utilities, Licence Fees, Insurance premiums, General property charges, taxes and outgoings. - Staff Residential Property Services eg. manage the leased and owned Staff Residential Property and provide residential support functions. Including (but not be limited to): - Update records, source suitable accommodation - Provide orientation/viewing services and move in/move out services - Process the change of occupant requirements with utility providers and register leases with the appropriate authorities - Provide a quarterly graphical and tabular breakdown of utilities consumption - Provide advice on, and make arrangements for temporary accommodation in serviced apartments - Respond to requests for information, viewings and market data in a timely and efficient manner. - Property/Facilities Management services - Ad hoc/general management services
