STEP 5. A. If after reviewing the grievance the Union feels the answer is not satisfactory, it may, within fifteen (15) working days after the answer is due, and by written notice to the other party, request arbitration. The arbitrator shall be selected, in alphabetical order, from the following roster: If an arbitrator is unable to accept the appointment, the next arbitrator on the roster shall be appointed. After being offered the appointment, the arbitrator shall be moved to the bottom of the roster.
