Status Changes. SECTION 13.1 Transfers - Employees may be transferred under the following circumstances: ▇. ▇▇ a voluntary basis to fill a vacant position under Section 2.7 and 2.8. B. If there are no volunteers in A above, the Town may transfer the least senior qualified employee. C. In lieu of layoff, an employee may transfer to a vacant position which he or she is qualified to fill if the town is accepting applications for the position.
