Staff Development Benefit Allowance Program. The Department of Human Resources shall develop, modify, implement and administer administrative/programmatic guidelines to remain in compliance with IRS regulations, based on the County’s Staff Development Benefit Allowance Administrative Program Document. Full-time and part-time (.40 FTE and above) employees in regular allocated positions are eligible for the Staff Development Benefit Allowance. An eligible employee may request reimbursement for allowable expenses, upon approval of the appointing authority, and as defined in the County’s Staff Benefit Allowance Administrative Program Document.

Due to the unavailability of funds, effective July 1, 2009, the Staff Development Benefit Allowance (described in Section 16.10) is suspended for fiscal years 2009-2010 and 2010-2011. During this period, this benefit will not be funded and reimbursement will not be made by the County with the sole exception of reimbursement for, and expenses associated with, licenses and certifications required by the job specifications. The side letter between WCE and the County on Staff Development for fiscal years 2009-2010 and 2010-2011 are attached and incorporated by this reference to this MOU (Appendix D). This benefit will be reinstated effective July 1, 2011.
