Staff Development and Training. Effective staff development is necessary in providing continuing opportunities for employees. To that end the District may authorize employee development activities such as classroom observation or visitation, employee workshops and educational meetings. In order to determine which workshops, conferences, seminars, etc. can be attended by staff members, the following selection process shall be used:
