SPECIAL LAYOFF & RECALL. Notwithstanding the provisions of Article 12.00, Lay-off and Recall, in the event of a lay-off which is known at the time to be a temporary period not to exceed 36 weeks, the parties may confer to arrange a lay-off on the basis of inverse seniority. If the number of employees to be laid off on an inverse basis under such a special provision would adversely affect the efficiency of the department(s) concerned, Management may decline to effect such inverse lay-off.
